Even if you accept responsibility for non-action or poor action, you are still responsible for THE action taken. When we describe the debacle in the Gulf states after Katrina, we refer to what should have been known.
We knew that Katrina was going to be a CAT-5. We knew that we had a FEMA director who was incompetent. We knew that the levees were inadequate. We knew and we ignored what we knew!
I am sad for those who suffered from our arrogance. THE ENEMY? It is US!
